The main law that governs service dogs is theAmericans with Disabilities Act.

Here is the ADA's Requirements for Service Dogs, as of 3/15/11
There's another law, the The Fair Housing Amendments Act, but that only covers housing. The law basically says that service dogs should not be treated as regular pets when it comes to renting to people with disabilities.
A third federal law, Air Carrier Access Act of 1986, regulates traveling with a service dog, basically saying that you can travel with your service dog.
